JOB DESCRIPTION

The purpose of the position is to ensure that the site is consistently in compliance with Occupational Safety, Health and Environmental regulation by the Government of Republic Indonesia. And also to ensure all the internal Occupational Safety,Health and Environmental program's from corporate, regional and Business are running and well maintained.
The position is responsible for applying in-depth knowledge of Environmental, Health and Safety practices and standards across a complex build with a high Environmental, Health and Safety complexity. Provide Lotus project leadership abilities and direction in the following area of focus : development and implementation of Environmental, Health and Safety strategy, maintenance continuous improvement of Environmental, Health and Safety results, and shaping the Environmental, Health and Safety culture.
This position will also be part of Project leadership abilities Team.
DEVELOP H&S STRATEGY:
- Develops and executes EHS policies and programs significant to the business and connects with global and region for direction alignment and resources
- Identify and review all applicable EHS regulation, do a gap assessment and set up action plan for compliance including for EHS permit applicationprocess.
- Develop Environmental Health and Safety Plan for whole phase of project stage from develop until implementation.
- Work with regional ad global SME for reviewing EHS delivercapability.
- Set up EHS budget requirement for project.
- Develop Security Management Plan.
- Heavily involve on contractor selection and management process from pre-qualification until demobilization.
- Set up EHS requirement and KPI for contractor
- EHS involvement on design review including Process Design Package, Plant Lay Out, Traffic Management, etc.
- Set up regular EHS meeting including kick-off meeting, Premobilization meeting, tool box talk, town hall, EHS Committee meeting, etc.
- Set up emergency Action Plan including the support from external parties such as local government agency, hospital, fire brigade, police, etc.
- Set up the incident/accident reporting and investigation system for project.
- Set up contractor EHS compensate and recognition, also for penalty scheme.
- Reponsible to identify the best practices (internally and externally) that can be applied effectively in different  construction sites
IMPLEMENT H&S STRATEGY:
- Implementing of project EHS Plan for design and execution phase, including the programs and processes to execute corporate, Business and project Environmental, Health and Safety strategy appropriate to the technology, scope and maturity of the project.
- Benchmarks internally and externally to identify best practices of others that can be applied effectively across a project with high Environmental, Health and Safety complexity, consistent with and in support of the Health and Safety strategy.
- Collaborates with internal partners across a project with high Environmental, Health and Safety complexity to insert elements of Health and Safety strategy into processes, programs, and work of others, as appropriate to enable Environmental, Health and Safety strategy and support partner goals (e.g., Process Design Review, Plant Lay Out, Key Result Areas for location personnel, Management of Change processes, etc.).
- Review the project design from Define stage
- Work with BU and location resources to establish contractor qualification procedure and maintain qualified bidder lists.
- Facilitate Premobilization Meetings with contractor and sub-contractor companies.
- Implement contractor site orientation process.
- Convenes EHS Committee on a monthly basis for evaluation, reporting, advisory and assessment of EHS Program Implementation.

- Responsible for the implementation of EHS in the construction areas.
- Reponsible to follow and implement the existing EHS policy, unless there is a requirement to make a local policy at the construction site.
- Work with Legal team for EHS related permit application.
- Ensure each contractor has appointed a safety representative.
- Verify contractors and sub-contractors are conducting effective Pre-Job Hazard Analysis (PJHAs).
- Coordinate and perform contractor work site inspections and observations.
- Coordinate /perform incident investigations, documentation and follow-up.
- Collect contractor injury and illness data and hours worked and maintain project's safety statistics.
- Audit contractor safety performance
- Participate in contractor end of project reviews
CONTINUOUS IMPROVEMENT:
- This position leads Environmental, Health and Safety audit, inspection and risk assessment processes in a project sites with high Environmental, Health and Safety complexity and risk. 
- At a project level, identifies trends, isolates root causes and leads process to ensure that appropriate follow-up actions are being implemented.
- Directly reports Health and Safety performance results and advises on corresponding action to the leadership abilities Team for a project with high Environmental, Health and Safety risk and complexity.  Through existing systems, ensures project measures and data are accurate and entered according to corporate and Business standards. 
- Monitors and anticipates change in the external environment, including regulations, science, and stakeholder positioning. 
- Assesses appliccapability to a location with high Health and Safety risk and provides recommendation on strategy as appropriate.
DEVELOP PROJECT EHS CULTURE:
- Collaborates with key personnel involved in the project to identify programs on how to obtain and sustain a strong Environmental, Health and Safety culture.
- Takes lead internal communications strategy for the project that builds and maintains consciousness of Environmental, Health and Safety directions and strategy
- Works with leaders of the project in promoting proactive workplace Environmental, Health and Safety practices by providing in-depth technical, regulatory, behavioral and strategic knowledge and consultation that projects required to build a strong Health and Safety culture.
- Develops, directs and implements of recognition programs to acknowledge positive behavior and celebrate successes on topics of Environmental, Health and Safety for a project with high Health and Safety complexity
MANAGING TEAM:
- Control and supervise EHS personnel provided by the contractor
- Set up EHS standard delivery for EHS personnel provided by contractor
- Collaborates with key functions (like Managers, Engineering lead, Project team, etc) to implement the elements of EHS strategy into processes, programs, and work of others, as appropriate to enable EHS strategy and support partner goals
- Necessary education to key partners and responsible to get the necessary approvals from the government before the construction and work with external consultants to improve the EHS related to the project

 
 
Required Qualifications
- Bachelor Degree (S1) in Occupational Health and Safety & Engineering Discipline
- Minimum 10 years of practice as Project EHS Engineer with last 3 years Project EHS Manager for Construction or Plant Operations
- Must be computer literate
- Must familiar with the EHS regulations of the country.
Preferred Qualifications
- Having leadership abilities skill in managing large number and various people
- Safety engineering knowledge especially on the plant design
- HAZOP/HAZID team leader/facilitator
- Having technical knowledge in HITRA
- Having knowledge on Contractor Safety Management System
- Having practice in managing construction safety
- Expert on MS Office (Word, Excel, PPT)
- Capable of building collaborative working relationships
- Demonstrated high level of problem solving capability to make decisions and solutions
- Excellent communication expertise, both oral and written
